Hi, If I go with rfc2543bis-09 who is responsible to start the timer C for invite-client-transaction.
In bis-05 TU sets the timer C value while creating the Invite-client-transaction and it was the transaction state machine's responsibility to start timer C and on expiry terminate the transaction, inform TU. But as per bis-09 only proxy uses timer C. So the proxy core starts the timer C in it's own context after it creates an invite-client transaction, and invite-client transaction state machine processes the transaction logic as stated in draft unless proxy core interfere on timer C expiry.
