        Consider the following scenario.
        
        User-Agent 1---> Proxy1---> Proxy2 ---> User-Agent 2

        
        User-Agent 1 initiates a call with User-Agent 2 via two 'stateless'
proxies( + registrar+ redirect servers) and has         sent an INVITE.
        Now for some reason a provisional response from User-Agent 2 is
corrupted ,with say the CSeq garbled.
        Now how should proxy 2 behave ?

        Should it discard the response?
        Should it send an error response to the User-Agent 2? If so how
should it accomplish this ?
        There is no way the Proxy2 knows from where this response came . 
        The 'To' header may not be the correct destination, since Proxy2
would have consulted a location service and     accordingly modified the
Request-URI when it forwards the message.

        Should Proxy2 still use the 'To' header ?
        what is the 'To' header itself is corrupted / absent in the
provisional response ?
