Can multiple subscriptions exist for one event package?  In other words, can
multiple subscriptions exist beside refreshes and unsubscribes/fetches?  Why
would each unsubscribe/fetch have to be identified uniquely within a dialog?

SIP dialogs are created via INVITE requests, and with SIP Events via
SUBSCRIBE requests.  As dialogs are identified by the combination of local
tag (the From header tag from UAC's perspective), remote tag (the To header
tag from UAC's perspective), and Call-ID header, it is possible to have
multiple dialogs associated with this tuple (or "peer-to-peer session").  In
fact, multiple subscriptions associated with a single dialog are now
possible.  As stated in section 4.1.4.1, the new ID parameter is used to
identify a specific subscription where multiple subscriptions exist for a
single dialog.

In the draft-ietf-sip-events-05.txt section 4.1.4.1 and 4.1.4.2 it mentions
an optional ID parameter, which can be used to establish a new "dialog" in
the EVENT header. Is this parameter extraneous when we already have the From
(+From-tag), To (+To-Tag), Branch, Cseq, etc. or am I missing something?
