I have been checking the generation of tags to the To header field in response
messages, since I noticed that the example of the REGISTER response in bis-09 does not
have it, while the example of the response to OPTIONS does include it.
Chapter 8.2.6.2 of bis-09 says the following:
However, if the To header field in the request did not contain a tag, the URI in the
To header field in the response MUST equal the URI in the To header field;
additionally, the UAS MUST add a tag to the To header field in the response (with the
exception of the 100 (Trying) response, in which a tag MAY be present).
Does this in fact only concern the cases where the response (provisional or final)
establishes a dialog? And for the responses that do not (non-successful responses to
requests that initiate dialogs as well as successful responses to requests that do
not), tag in the To header of the response is not needed? If the tag may or may not be
there if the response does not establish a dialog then maybe 8.2.6.2 could be
clarified? Or is the tag just missing from the REGISTER response example? Or is
REGISTER some kind of special case that escaped me?
