This FAQ entry is woefully out of date. With bis-09, the branch ID in the Via header is a transaction identifier, correlating a request and its response (and possibly the ACK). These identifiers are hop-by-hop. The tags in the To and From fields are used to identify the dialog, and they are end-to-end.
