Hi,
     I have a basic question regarding ACK being a part of the INVITE transaction only 
if final response is non-2xx.

     The ack not being a part of invite transaction for 2xx responses is 
understandable, since the ACK transmission happens at the TU, and not at the 
transaction layer (since a proxy cannot ACK a 2xx, but a UAC should, and there is no 
difference to this effect in their transaction layers).

     From bis-09 INVITE client transaction state machine, this does not seem to hold 
for non-2xx responses.  Why is this handling different for 2xx and non-2xx responses?  
Why is a proxy allowed to ACK a non-2xx response?

     Any clarifications/pointers to information will be really helpful.  I could not 
find this in the list of FAQs.
