Section 19.1.6 of bis09 states that "the userinfo part of a SIP or SIPS URI
SHOULD fold
 any case-insensitive portion of telephone-subscriber to lower case, and
order the
telephone-subscriber parameters lexically by parameter name."

And as per rfc2806,  there can me multiple instances of <area-specifier>,
which means
that there can be more than one parameter with name "phone-context", if I
got it right.
Please correct me if  I am wrong.

How should one proceed with the ordering of parameters,  when there are
more than
one instance of <area-specifier> in the tel url.  Same arguement holds here
that

sip:12345;phone-context=234; [EMAIL PROTECTED]   and
sip:12345;phone-context=235; [EMAIL PROTECTED]

are not equivalent.
