Use a QoS protocol such as DiffServ or RSVP. SIP is used to setup sessions, not QoS. If you want to synchronize session establishment with QoS, look at the manyfolks draft. http://www.iptel.org/info/players/ietf/qos/#draft-ietf-sip-manyfolks-resource
