I do not think user B should give a busy Here error if he has call
waiting...

I would think you should send a 180 ringing while the call waiting tone is
heard by user B...

(I could be incorrect though)

    Call Wait service is : 

       User A calls User B , while User B is talking with User C , User B
should be given a sigal that tells him what is happening . User B can do :

and talk with User A ; or 3) stop talking with User C and talk with User A.
