look at the scenario below:
User A and User B has setup a dialog through Proxy
Proxy Record-Routes.
User A Proxy User B

| BYE | |
|--------> X line is down |
| | |
User A wants to terminate the dialog, but the BYE can not be sent to the Proxy &
User B
(line between User A and Proxy is down).
so, I want to ask:
User A's Transaction enters "Terminated" state When Timer F fires.
But User B's dialog state is still hanged up , he/she still thinks the dialog
is not ended.
The Proxy still remains the states about the dialog
What should do in this scenario ?
