Per section 5.2 of the
http://www.ietf.org/internet-drafts/draft-ietf-sip-update-02.txt draft, 
"A UAS that receives an UPDATE before it has generated a final response to a
previous UPDATE or INVITE on the same dialog MUST return a 500 response to
the new UPDATE, and MUST include a Retry- After field with a Retry-After
header field with a randomly chosen value between 0 and 10 seconds. Should
the "or INVITE" phrase be removed?
Also, should an answer ALWAYS be included in response to an UPDATE, even if
the UAS doesn't wish to alter any of it's session description it has already
provided in a prior answer? For example:

 INVITE (with offer), 
183 (answer),
UPDATE (offer), 
200 OK  (UAS doesn't intend to change any of it's SDP parameters or say the
original answer still holds), should this have an Answer or does a 200 OK
w/o SDP imply continue using SDP provided in 183 response?
