Yes, Timer B should be used for this purpose. Quoting from the RFC,
"For any transport, the client transaction MUST start timer B with a
value of 64*T1 seconds (Timer B controls transaction timeouts)."

Subject: [Sip-implementors] Waiting for INVITE responce over TCP

Hi,

Is there any recommendations on how long shall the application
wait a responce to INVITE command, when using TCP ?
Should we use "B" timer ?

I understand, that it's not very likely to have any delays when using
TCP, but anyways, did anyone experienced such a problem ?

Sincerely

          Sergiy Tokarev
