Hi Pramod, SIP Registrar server can send 100 response for a SIP Registration Request. (though it is better that Registrar generate s a final response asap ). It is NOT a protocol violation. If you look into the Non invite Client transaction and Non Invite server transaction, receipt of 1XX is handled.
100 trying is generated unless server transaction knows that the TU will generate a provisional or final response within 200ms. This provisional response is needed to quench request retransmissions rapidly in order to avoid network congestion.
