Are you using page-mode IM or session-mode IM?
If you are using page-mode IM via SIMPLE, then you simply start sending MESSAGE requests to the address of the other end. These are not in a dialog, and so are not related in any way to the voice call. You can drop the voice call, put it on hold, or whatever you want.
If you use session-mode IM, then you would probably send a reINVITE, replacing the voice session in the SDP with an IM session. But the details of how to establish an IM session are still under discussion, so there isn't any standard way to do it right now.
