Yes it is. From a transaction handling point of view, there isn't
any difference between an initial INVITE and re-INVITE. Just like an initial INVITE, the 200 OK for the re-INVITE has e2e semantics and the
corresponding ACK is a separate request. A re-INVITE, however, may
be routed differently depending on if a Route set has already been
established or not.
