Yes, MESSAGE can be used to send IM without initiating a 'session' first 
via INVITE/OK/ACK.

You may want to read RFC 3428 (see section 2 for scope of applicability 
where there is a short discussion on possibilities of usage
wrt pager mode and/or session mode)

Dear Implementors,

When using Microsoft Messenger for IM, it first sets up a SIP session 
using
INVITE and then sends MESSAGE methods only within this SIP session.
Call-id's are the same for all methods thoughout this session. My
understanding of the MESSAGE method was that you would just send MESSAGE
methods on the fly without first having to establish a SIP session using
INVITE. Can anyone clarify this or refer me to a draft?
