From section 16.11: "A stateless proxy MUST validate a request as
described in Section 16.3".
From section 16.3: "If any of these checks fail, the element MUST
behave as a user agent server (see Section 8.2) and respond with an
error code."
So, therefore, it would seem to me that a stateless proxy behaves
as a stateful UA when validating a request. If it successfully
validates the request, then it proxies it and becomes stateless.
