 Is there any way to mention in an INVITE packet that the user agent is compliant  with RFC 3264 ?

If the first machine assigns a static payload type 0 for pcmu law as mentioned in the sdp below :

 

v= 0

 o= A 1464112736 1464112736 IN IP4 151.209.33.190

 s=Calling

 c=IN IP4 pgs-477

 t=0 0

 m=audio 2074 RTP/AVP 0

 a=rtpmap:0 PCMU/8000

 

Can there be an answer generated from the second machine who has assigned dynamic payload type 46 for pcmu as mentioned below:

 

v= 0

 o= B1464112736 1464112736 IN IP4 151.209.33.194

 s=Answering the call

 c=IN IP4 pgs-451

 t=0 0

 m=audio 2074 RTP/AVP  46

a=rtpmap:46 PCMU/8000

 

So, Should the first machine should send RTP

 with an RTP payload of 46.

 

 And second machine send RTP with an RTP payload of 0 ?
