Questions like this (isn't a B2BUA just a ...) come up all the time.

The simple answer is NO.

The more complex answer is that you may indeed build a thing that is a B2BUA and that acts as you describe. But it is also possible to build other things that are B2BUAs and that act in a variety of ways that don't conform to your description.

The term B2BUA is never a term that is useful by itself to describe a sip component - it always requires additional specification about what it does.
