I was actually mistaken in my original posting. In the internet-draft, the username part of the Request-URI was actually changed (from bob to +19727293660). Now:

1. is this "correct"?

2. If the To username is not changed (as is in the internet-draft), then it is "out of sync" with the Request-URI username. Isn't this strange? Does it violate any SIP spirit?
