18x
message may have Contact header, if it want to receive PRACK in that
URI.
When
INVITE transaction is terminated with a 200 response, Contact URI must
refreshed with the new one contains in the 200 (OK).
Later
transaction uses the new Contact URI to reach the callee.
PRACK
is considered as a new transaction, so, retransmition is
used.
