The definition of INVITE (including reINVITE) always requires an offer/answer exchange of SDP - no exceptions. You could leave it out of the reINVITE, but then an offer would be required in the response to it. Of course the offer/answer exchange can be done in such a way that nothing in them changes.
If you want to refresh the session without an offer/answer you could use UPDATE. While it MAY carry an offer, it isn't required to.
