I am not sure there is any audio codec called VOCAL. However, yes any audiocodec can be integrated into any SIP Phone, provided:
* Its either a public domain codec or * You have a licensing agreement with the company who owns the codec. There is no technical requirement that an audio codec must be implemented in DSP hardware.
