this kind of tag generation may be done by employing cryptographic hash of
some fixed parameters of the incoming request.
ex. md5hash(callid+fromtag+some-fixed-string)
this ensures that the retransmissions also get responded with same tag,
since the parameters and algorithm used to generate the tag are same.

RFC 3261 says:-
8.2.7 Stateless UAS Behavior:
" To header tags MUST be generated for responses in a stateless
manner - in a manner that will generate the same tag for the
same request consistently "
How is it possible without any "STATE INFO" ? How will it generate the
same tag for the same request ?
