Hello Mike, I read if the transaction is in the PROCEEDING state, you SHOULD stop Timer A. If you decide to stop Timer A, Timer B has no function anymore. I decided to let Timer B run out and I don't stop it.
Yes, there is no time limit after a pending connection is reached. You can stop it by sending a CANCEL or a proxy will stop it by sending a 408 Timeout after its Timer C expires pr the UAS will send a final response.
