Sending 200 OK with media information about the ringing tone would answer the call. Call forking scenario wont work in this case.
I suggest to send 183 with SDP to convey the ringback tone, which is not likely to hinder the forking scenario. There is certainly an issue while processing this SDP at the calling UA end.
