I am talking about the case when one of the UA replies with 200-BYE
before the other UA.on reaching the 200-BYE the other will close the
transaction.

Say,
A and B both sent BYEa, BYEb at time ta
BYEa reaches B at time tb.
B replies to BYEa with 200-BYEa which reaches at tc
BYEb reaches A at time td (td>tc)
A replies to BYeb with 481-BYEb.
Giving reply to the BYE depends upon the timing when the BYE reaches the
UA.

I thought so, because the sender forgets the dialog
when it sends the BYE.
But I ran into someone who thought it should be 200s.
