REFER is used for transfering a call.
suppose A and B are in a call.
B wants to transfer the call to C and so, B sends REFER to A with contact of C.
Re-Invites are used to change the session media information.
It could be use to mute and again open the media session. It could be used for different features/services (example- Prepaid Call..Intially, the user would be connected to a media server for playing some announcement that your balance is x$ and then would be connected to the desired destination). It depends upon the implementation of features/services.
