The behavior of Timer C is defined in RFC3261 section 16.6.11, 16.7.2
and 16.8.
 
In addition to timer C, when an INVITE is sent the regular timers are
set for the transaction and the invite is retransmitted
with intervals of T1, 2*T1 ....
If a provisional response is received then the provisional timer is set
and the retransmissions stop.
The provisional timer is 180,000 and it keeps the transaction from
waiting forever for a final response.
 
My questions:
1.      If no provisional response was received - the transaction will
terminate after 64*T1 = 32,000 and according to the RFC timer C should
be 180,000 or greater.
What is the point of setting the timer after the Invite is sent, when
the transaction will terminate long before this timer will expire? 
2.      If a provisional response was received - the provisional timer
is set after provisional response is received, and it is also 180,000 -
so what is the difference between the provisional timer and timer C in
this case?
