Windows Messenger v5.0 requires a session established (via INVITE/200/ACK) before sending MESSAGE messages. In other words, MESSAGE has to be sent within that dialog to be displayed on WM side. Not sure if this is the case with WM4.6.
MSN Messenger v4.6 does support pager mode IM.
