The UDPATE can be sent when the UAC does not known if UAS supports it.  A
501 or 405 response should be the response if UPDATE is not supported.
However because of interoperability nightmares with products which still do
not generate or correctly generate 501/405 responses, some vendors will not
send UPDATE unless they know that it is supported.
