Tauseef, I have seen a UA populate the Route header in an INVITE in IMS to 
force routing through the discovered P-CSCF and S-CSCF, but I have never seen a 
UA populate the Record-Route header.  However, I guess that a B2BUA that 
inserts a Record-Route can be said to do so while acting as a UAC?

In particular, what scenario are you thinking of?
