But in the normal non-early media scenario( Call initiated using INVITE 
with no SDP), UAS sends an offer in the 200 OK of the INVITE and receives 
an answer in the ACK for the INVITE. 

If offer can be sent in the 200 OK for scenario as described above. Then 
why can't the offer be sent in the 200 OK for a PRACK ?

The only answer you can get in ACK is for the first offer sent in a 
reliable (18x or 200) response to the INVITE (which in this case must not 
have contained an offer).
