I think you are right, there should be a Contact header in the SUBSCRIBE response. Are you using ser? It has the same problem, but the presence functionality in ser is still under construction, and has not been released as stable.
My personal opinion is that UA should behave according to the old principle: *being* *generous* *in* *what* *you* *accept*
but strict in what you generate, so I'd tend to ignore it.
