Say my UAS sends a MESSAGE request using UDP.  The UAS generates a 200 OK 
response containing a body large enough that it cannot be sent over UDP. 
Which of the following is correct:
a) The UAS responds (via UDP) to the MESSAGE with an error indicating that 
the response could not be sent via the same transport (not sure what the 
code would be)
b) The UAS responds (via UDP) to the MESSAGE, and the 200 OK has its body 
truncated to the maximal UDP length.
c) The UAS fails over to TCP, and the TCP-based response is sent.

Generally, can the transport be switched mid-transaction if responses (or 
ACKs for an INVITE) are too large for the given transport?
