For terminating an Early Dialog, whether a 'BYE' or a 'CANCEL' should be used, especially when the B Party is not Responding.

Hi,
the caller (UAC) may terminate an early dialog with a BYE, while the callee (UAS) must wait for an ACK for the 200 OK
before sending a BYE.
Nonetheless, both parties can terminate an early dialog by forcing a non-2xx-final response to the INVITE; thus,
the caller can send a CANCEL (that tipically forces a 487 to the INVITE) while the callee can send a 403
(Forbidden) to the INVITE. See RFC3261 section 15.
