It is an implementation decision what to do in this case. Some UAs have specific target points identified by particular username values. They may choose to consider this an error. Others may only have one target point and designate it by a null username. Its also fine to do both - accept the null username as one valid value, and certain usernames as also valid.

In general, requests should be addressed to addresses that have previously been assigned and distributed by the target.
