The contact header is listed as mandatory in the NOTIFY message but I cannot find any text in 3265 which would indicate that a subscriber is obligated to treat the NOTIFY as a target refresh. Is the NOTIFY a target refresh? If not, what is the intended usage of the Contact header in the NOTIFY (I understand the need in the initial notify for handling the out-of-order NOTIFY/200 subscribe but what about other notifies).
A pointer to relevent RFC text would be greatly appreciated.
