As mentioned in the beginning of section 5, the call flows in it are representative of message flows where by a transferor wants to reconnect to the transferee in cases where the transfer failed and thus the INVITE for uhold and finally a BYE when they hang up. If you really dont care about recovering from a failed transfer, you are definitely allowed to emit a BYE once the REFER transaction completes. This is referred to as "blind transfer" in this draft (section 5.1 again).
