I see what you are doing and have the following two points for
discussion.
RFC 3960 discusses use of early media and if I understand correctly
makes a point that UAs might not reliably play early media over local
ringback and for this reason "it is strongly recommended that
information that is not essential for the session not be transmitted
using early media" - which auth code obviously falls into this category.
If I understand 3261 correctly the UAS MUST (?) not change the media
offer from that it included in the provisional response to that in the
OK. So can you not answer the call and do the auth code stuff without
using early media ? or is the plan to redirect / terminate the call
depending on the result of this auth code process ?.

Thanks for your response. My use case is out of band DTMF when the UA does
not support RFC 2833.
An example of a scenario would be a SIP UA making a call to PSTN where it
is required to enter some authorization code before the call proceeds.

I haven't seen in 2976 were it is forbidden to do this, but the
description of the purpose | use of the INFO method is for notification of
"mid-call" events - which directs it's use to a call who's dialog is
comfirmed.
If sent before a 200 OK - at the very least it would need to be sent
in the early dialog state for matching purposes ?. Can you explain the need
to use INFO in a dialog that is not comfirmed ?.
