It is given in the section that Markus has referred to (i.e., Section 15.)
that the caller/uac may send a BYE on either early or confirmed dialogs.
The caller can send a CANCEL but it is not gauranteed to result in
terminating the dialog. This is because the 200 for the INVITE and the
CANCEL may pass each other on the wire.
It is the callee that cannot send a BYE on an early dialog. In any case,
if the callee wants to end the early dialog, it can send a suitable non-2xx
final response.

you have written the UAS sends a INVITE , I assumed that's a typo and
you meant the UAC sends an INVITE am I right ?

UAS sends an INVITE to a proxy. The proxy forks the INVITE and two
provisional response with different to tags are coming back. One UAS

the other UAS.
The UAC has now a confirmed dialog and an early dialog. MAY the UAC
send a BYE the the successful canceled UAS? When can the UAC clean up
the early dialog?
