But, by ignoring you won't be able to differentiate between a buggy UAS that intends to send the provisional response reliably but didn't insert a Require header and an UAS that intentionally omitted the Require header but inserted an Rseq for fun.
If there is no use of Rseq without the Require: 100rel in the provisional response, flagging an error and asking the UAS implementation to fix it, seems a better option to me.
