I think what you are talking about is having multiple
appearances of the same AOR on a user agent.  This is certainly
possible, and is discussed in the (newly reissued) draft:

See section 5.1 for example.

You can also have more than one AOR shared between user agents,
but I'm not sure that matches your two-active-calls scenario.
