SDP included in an OPTIONS is NOT an offer. (A wise UA would probably
not put valid IP addresses into it.) Its only to give an indication of
what capabilities the UA might choose to include in an offer or accept
in an answer.

Given that sending an offer in OPTIONS is mentioned in no
RFC, why would one think that it was valid to do so? Are
there UAs that do this?
