*If* the service provider has designed their service carefully, with an eye to standards conformance and interoperability, then any generic IP phone should work fine. But if they have decided to build a service that works only with their equipment, they can probably make it very difficult to build compatibile equipment. So the answer is going to vary between service providers. I expect that over time, market pressures will make the services more and more interoperable.
