Yes, it must retransmit it. Sending the response over TCP doesn't make it
reliable, since intermediate hops may use UDP.

Should UA sends reliable 18x with TCP perform retransmissions until it

gets the PRACK (as it should for the 2xx on the INVITE until the ACK

arrives even if TCP is used) ??
