Is there any guidelines for using 183 to play message for calls that could
not be completed sucessfully? (The called subscriber is busy or not
reachable)The draft-ietf-sip-183-00.txt is expired and 183 is now included
as part of RFC 3261. But the draft has listed few guidelines, scenarios and
issues which are not listed in so much detail in RFC 3261
