The state machine described in RFC3261 is from the logical behavior`s
point of view which should be considered normally.
Your implementation must follow the requirment of protocol, but
internal implementation may have some variation on the bases that not
breaking the specification..

Must a UA(User Agent) include the states defined in RFC3261? Or can I add a
new state in a UA when I want to design a new one? That is, whether must a
UA include states such as IDLE, Dialing, Trying and so on, can I define a
