Subscriber2 must send a separate SUBSCRIBE to subscriber1, which establishes
a different dialog. Subscriber1 sends status information via NOTIFYs in
that dialog to subscriber2.
The subscribe in the other direction MAY share the same dialog, though
many would consider that a bad idea.
I saw this tried, and the stack had trouble the first time, and had to
be fixed to make it work.
