There is no such requirement. Since the INVITE has failed anyway, it
doesn't matter whether or not the ACK contains credentials. More
importantly, ACK to non-2xx is a hop-by-hop mechanism - it will not
reach all the proxies in the path; only the first proxy. So, even if
credentials are inserted, it will not reach the proxies it intends to
(if multiple had challenged). So it doesn't make sense inserting
credentials in ACK to non-2xx.

RFC 3261 Section 13.2.2.4 (page 82) says
        "The UAC core MUST generate an ACK request for each 2xx received

from the transaction layer.... The ACK MUST contain the same credentials

as the INVITE...."

Is there any similar requirement that non-2xx ACKs contain the same 
credentials as the INVITE?  It isn't explicitly called out in Section 17

for non-2xx ACKs in the same way it is for 2xx ACKs.
