Rhys, There is no such requirement. Since the INVITE has failed anyway, it doesn't matter whether or not the ACK contains credentials. More importantly, ACK to non-2xx is a hop-by-hop mechanism - it will not reach all the proxies in the path; only the first proxy. So, even if credentials are inserted, it will not reach the proxies it intends to (if multiple had challenged). So it doesn't make sense inserting credentials in ACK to non-2xx.
